In medical technology, software is rarely an accessory and often a medical device in its own right. MDR rule 11 makes clear that software intended to support decisions falls at least into class IIa — and higher where serious consequences are possible. This affects applications that used to count as tools: evaluations, planning software, apps with a diagnostic statement.

The technical framework is IEC 62304. The standard requires classification into safety classes, a defined development process, configuration management and, above all, assessment of software of unknown provenance — every included library must be identified and its risk evaluated. Added to this are usability to IEC 62366-1 and, now that connected devices are the norm, cybersecurity across the entire lifecycle.

For buyers, the most useful distinction is between manufacturers of medical device software and service providers who carry out development in a regulated environment. Both are listed here. Anyone merely commissioning code needs their own quality management system; anyone choosing a partner with a certified process of their own buys that documentation along with it.
